If it's a *PGM then reference the parameter with a MONMSG for MCH3601 immediately following the reference. If the MONMSG gets control then the parameter wasn't passed. For instance:
ChgVar Var(&Path) Value(&Path_In *TCat &Null)
MonMsg MsgID(MCH3601) Exec(Do)
RcvMsg MsgType(*Last)
SndPgmMsg Msg(&RqdParm) ToPgmQ(*Ext)
Return
EndDo
is a test for parameter &Path_In
