You should be able to call a stored procedure to generate the file, like:

  DECLARE CMDLEN DEC(15, 5); 
  SET CMD='DSPFD FILE(ROB/Q*) TYPE(*MBRLIST) OUTPUT(*OUTFILE) '
          CONCAT 
          'FILEATR(*PF) OUTFILE(ROB/MBRLISTX)'; 
  SET CMDLEN = 85; 
  CALL QCMDEXC (CMD, CMDLEN); 
  END 
But that's not quite right because it doesn't tell you source or data. 
Heck you could wrap the whole list members api into a stored procedure if 
you want.  There's even a way to create a stored procedure out of an 
existing RPGLE program (See that LANGUAGE clause?).
