Perhaps that MAKE utility by Alan C would do that.

We use a Change Management system to track that.

Also does a fine job of flagging when some one did a CHGPRTF outside of
the tool, on the production system and discovers that it no longer matches
the source system. Can stop and ask you to clobber it or what to do.
Prior to the CM system we were having this issue a lot.
