Problem has been cleared.

We had tried multiple times to vary the controller on/off. Also we
powered it on/off.
Always got the same message suggesting possible AS400 device description
problem.

So in desperation, I retrieved the configuration source and compiled it,
varied off the devices and controller, deleted them, ran the CLP, varied
it all back on and the RWS controller came right up.
