We use an IBM 2109-F16 fiber tape switch. Each lpar has their own fiber
card. They go to the switch and then to various drive(s). All lpar's
leave the drives varied on. (That prior statement differs based on
whether it's a drive or a library.) Works fine for drive sharing.

I think ROBOT and Barsa's APRM might have products to help you out
(Disclaimer - I've used neither). Then again, I think this kind of stuff
is supposed to be getting easier as each release of os comes up.
