I have ports configured as the shipped default which is to allow all users access to all ports so this can't be the cause of the type "T" Authorization Failures. Although doing some additional digging I did re-read this article
http://www.itjungle.com/fhg/fhg021407-story02.html which indicates type "T"'s may not cause any problems when going to level 40
