I don't know what qualifies as "certified", but have you considered
DB2's
RAND() SQL built-in?

Try it in interactive SQL, i.e.:

SELECT INT(RAND() * 1000) FROM SYSIBM/SYSDUMMY1

Search for built-in's description here:

scal
e.htm#scarand

It's been around for a while (at least V5R2, maybe earlier).
