In file contrcp how many rows are there? And how many different values
for cinact? You mention picking out 6 rows to be processed, but I wonder
if the problem here is one of statistics. _You_ know there are only 6,
but the statistics may reflect something different, especially if the
distribution of rows is very skewed.
