Tom,
I am aware of one 390 emulator, Flex-ES that can be used to put together
a small "mainframe" for development. It runs on Intel CPUs and has IBM's
blessing as far as software (i.e. they'll let you get a special license
to run z/OS and associated program products). We had a couple of these
running under SCO UNIX for a while. Very cool.
