Put the pgm into debug and look at the value of &QRYSLT or dump the pgm 
when the error occurs.

CHGVAR     VAR(&QRYSLT) VALUE('PID *EQ "PO" *AND PPRT + 
             *NE "1" *AND SUBSTR(POCOM,1,1) *NE "Y"') 

I just added the underlined part of this command.  It compiled OK, but 
errored out at the SUBSTR upon execution.
