The following three commands are part of i5/OS, and [in my 
experience] they can be used without any LPP (Licenced Program Product) 
being installed:
    CHGDTA - Invoke an existing DFU program against a named file.mbr
    DSPDTA - Read-only version of CHGDTA
    UPDDTA - Invoke a temp [auto-gen] DFU program of a named file.mbr
  Using the interactive DFU program designer [STRDFU "Data File 
Utilities" options 2, 3, & 4 for effective CRTDFUPGM, CHGDFUPGM, 
DLTDFUPGM] is only available when the noted LPP is installed.  Similarly 
all of the following commands in that library QPDA:
 CHGPDMDFT  CMPPFM     CPYIGCSRT CRTDFUDSPF ENDISDB   FNDSTRPDM
 FNDSTRPDM2 MRGFORMD   MRGSRC     STRAPF     STRCGU     STRISDB
 STRPDM  STRRLU  STRSDA  STRSEU  WRKLIBPDM WRKMBRPDM WRKOBJPDM
