If there is money in the budget, consider one of the RPG user  
oriented tools such as RPGsp, RSP, Icebreak, or WebSmart (PHP or RPG  
versions).  There will also soon be RDi SOA from IBM (WDSC + EGL for  
want of a better simple description).
If no money, then either use PHP or CGIDEV2.
PHP will give you a few more options for your "extras" like PDF  
conversion, emailing etc. and will soon (currently in beta) have an  
interesting option that will let you take your 5250 apps to the web.   
CGIDEV2 has lots of users, is all RPG and you can add the additional  
functions you need by downloading extra packages.
