I haven't worked with VLANs yet. Are scenarios like this part of what
they

are good for?

FWIW, I know that the WRT54G can do VLANs and a host of other really
powerful stuff if you install an alternate Linux firmware like OpenWRT.

Unfortunately, the spare they have is not the L version which accepts
alternate Linux firmware so OpenWRT is not an option (unless they buy a
different one).

However, in the relatively near future they will be installing a new VOIP
phone system including routers / switches that can handle VLANs. With a
VLAN, would I still put multiple IPs on those PCs, one in the VLAN to
include the wireless devices and one in a VLAN including the 520?
