Right. REFRESH TABLE wipes the table clean and starts over, so your inserts/updates/deletes are no longer present. I'd guess that if you were to modify the table after a REFRESH it'd be table-driven:

refresh table srcflist

insert into srcflist (select table,lib,'S','M' from MY_INTERNAL_MENU_DRIVER)

delete srcflist where system_table_name in (select table from FILES_FROM_A_VENDOR)
