I searched ibm.com for that.  Three hits were for a damaged QSZPAVLI after 
a power failure.  Sound related?  If so,

QSZPAVLI is the product availability index that is intentionally marked 
damaged by SLIC on abnormal IPLs after a hard down . It is automatically 
rebuilt during the IPL process.

*PRDAVLI. 
Resolution: 
The software availability index has been damaged. This object can be 
re-created with the Display Software Resource ( DSPSFWRSC ) command. The

What is a SCPF job?
Well, it starts up 1 second before subsystem QCTL on my machine.  Stands 
for Start Control Program Function job.  Again, a simple search of 
ibm.com.  Using IBM's search, not Google or something.
