You yourself said junctions where added to Win2000.  Thus, Robocopy understands junctions just fine.
As do the two additional pieces of software the author tried.

It wasn't that the software used didn't support junctions; the problem was an error in Vista that
caused an infinite loop regarding the junctions.

As far as trying Robocopy, makes sense to me.  You're using the latest Enterprise management tools
from Microsoft on the latest Desktop OS that Microsoft is pushing for Enterprise use.  Just because MS
hasn't updated the web page to say it's supported on Vista yet....doesn't make the trying it stupid.
