There have been no new IBM products since around V2R3 days that do not use APIs and/or exits provided by i5/OS. And there have been many, many APIs and exits provided by IBM due to application enablement requests by both 3rd party and IBM development organizations. To suggest that IBM controls the applications that can run on the system is to make way too broad a statement.
Since compliance to this rule was one of my responsibilities prior to leaving IBM I feel pretty confident about this :) And it did fit in rather nicely with my responsibility for all i5/OS callable APIs and exits.
Note that product means "something you have to order" above and beyond the base hardware and operating system.
