Does this file was ALLOCATE *YES.  If it does you told the system to create the file and to preallocate the space needed to hold the number of records under Record capacity. Even with 0 records the file will be the size as if it contained all the records. Change that do a *NO

The physical file description attributes the file size to the "Data
