I agree with you that logical files belong in the same library as their
physical file.
Some software package upgrades (JD Edwards back in 1996 to 1998), when
performing software upgrades that required database rebuilds, so long as
the LFs were in the same library as the PF, did a great job of remapping
and rebuilding JDE physical files and rebuilding the logical files, even
our custom logicals built over JD Edwards physical files, But if any LFs
were in another library, the upgrade process would not rebuild those LFs
automagically, thus requiring manual rebuilds of those LFs.
That provided our I.T. team sufficient motivation to make sure that all
logical files were in the same library as the PF.
