Here is a little out of the box thinking on this, unless I'm not
understanding what you are trying to accomplish.
As someone suggested, have the SBMFAX submit the job under a different
profile.
I am guessing that users want the ability to display the spool file, but
you want to restrict the ability to delete it. On his website, Brian
Dietz has a cool tool (source) called ScanSPL, modify this to view the
single outq AND modify the program to allow display, but not delete. (OK,
so you could write this from scratch; but why reinvent the wheel?)
