I often use something like

where date(timstp) between '2008-01-01' and '2008-12-31'

That simplifies it - but you can also use the full timestamp

where timstp between '2008-01-01-00.00.00.000000' and '2008-01-31-23.59.59.999999'

I suspect the second would perform a little better - don't know how much.
