Controlling subsystem not active.

Normally when I check to see if the controlling subsystem is not active I 
simply do a 
WRKACTJOB SBS(myctlsbsd)
If the subsystem has an END state then I know that the system is pretty 
much in a restricted state. 
However today I experienced one where that wasn't the case.  Numerous jobs 
running including 8 domino servers.  However I couldn't telnet to this 
machine.  Thanks for HMC so that I could check it out via the system 
console from my desk.
WRKACTJOB SBS(QBASE) doesn't show the subsystem in an END state.
However an IBMer pointed out that if I did
WRKSBS
F11=Display system data
The status of that subsystem was RSTD.  Issued a STRSBS QBASE (even though 
it was already running) and telnet was soon up and running.  Granted a 
bazillion other jobs that were held up on job queues, etc., started to 
run.
