In general, if you're assigning a character value to a CL variable you should put the value in single quotes. Especially when there are special characters involved.

I suspect there are exceptions, but I've always found it to be the safest way to work.

I'm not saying this is definitely the problem ... but it jumped out at me when I looked at the code.
