There were a few chicken and egg things on the older releases as to when
certain functions would start. Some parts were autostarted with one
subsystem, some with another, and it didn't make sense as one was
dependent on the other. IBM cleared that up a release or two back.
Honestly I think that dealt more with QMSF versus SMTP.
