At present, the older program has no SQL CLI teardown at all, because
hadn't expected it to get in a fight with any other program, and because I wanted it to have the best possible response time with repeated calls.

How much tear-down do I need to do in the older program, to make it stop
fighting with the newer one? Is an "SQLDisconn" enough? Or do I need to do other teardown, like an "SQLFreeStm," an "SQLFreeCon," or even an "SQLFreeEnv"?
