It looks like this LPP has been all over the board. It is definitely gone at V5R4, now part of the base OS. It was available on V5R1 to V5R3 just not as part of the Standard or Keyed media.

Well it is not chargeable nor is it included. You have to ask very
nicely for it. But that was as of V5R3. I am not sure if it is
included with 5.4 and I think it is included with 6.1
