Also, I was wrong about partial rollback.  Upon looking at the program 
logic again, what happened actually make sense with the added knowledge 
of the COMMIT F-Spec keyword.

Looking at the COMMIT keyword documentation, it seems I'll have to 
isolate this program in its own activation group to avoid conflicts with 
existing ODPs.
