COMMIT *CHG is the default for SQL programs in RPG, COBOL, Fortran,  
PL/1, C, and C++ so it would make sense for Rexx to follow suit.

You can add ENDCMTCTL to your Rexx procedure
**OR**
you can do what someone else suggested when you originally  
encountered SQL -7008.

	ADDRESS EXECSQL EXECSQL "SET OPTION COMMIT=*NONE"
