I am preparing yet another lpar to upgrade to V6R1 when I run into the 
chicken or egg thing.

First I did the:
CRTIMGCLG IMGCLG(V6R1) DIR('/fixes/V6R1')
ADDIMGCLGE IMGCLG(V6R1) FROMDEV(OPT01)
(repeat as necessary)
LODIMGCLG IMGCLG(V6R1) DEV(OPTVRT01)
VFYIMGCLG IMGCLG(V6R1) SORT(*YES)
Fails:
CPF3DE5 - Software agreements have not been accepted.
CPFBC20 - Verification for image catalog V6R1 failed.
So I did the:
GO LICPGM
5. Prepare for install
Work with licensed programs for target release
Generate list from     1            1=Distribution media
Optical device . . .   OPTVRT01
Target Release . . .   V6R1M0 
Work with software agreements
5=Display on each
F15=Accept all
(repeat as necessary)
VFYIMGCLG IMGCLG(V6R1) SORT(*YES)
CPCBC20 - Image catalog V6R1, type *UPGRADE verified.
