It's been a very long time since I've dealt with printers emulated
through a PC (and that was back when it was still called "PC Support"),
but I have an old HP LaserJet 5P connected to the 3489 on my desk, and
my experiences with it may have some bearing.
If I power up a system with the 3489 offline (either turned off or
patched into another system), the writer definitely won't start until I
move a spool file into its queue, then do a "change status" on it, and
it will occasionally give a "wrong form" message.
But once the writer is started, it stays up whether the terminal is
online or not.
