a/s 400 subsystem doesn't start automatically

STRRSTD should be *NO

If you have had any changes to your startup programs or autostart job
entries for a subsystem, you may want to verify those too.

is there anybody know, why the as 400 v4r5 subsystem does not start
automatically after normal ipl?
