Just name the outq the same as the writer.  The default outq on
STRPRTWTR is *DEV.

Not a lot of hits on this one.

My first thought would be to use the change/retrieve command exit 
program interrogate the STRPRTWTR command and make sure the parms are 
what you want.

One of these two should work:
QIBM_QCA_CHG_COMMAND
QIBM_QCA_RTV_COMMAND
