In this case, however, tstcat.sh isn't being invoked by the shell, it's 
being invoked directly -- and therefore, the PATH envvar isn't used. 
PATH is only used when the script is invoked by the shell.

When you invoke it directly, as Jerry is doing here, it's opened 
directly by PASE using the explicit pathname.

Therefore, specifying 'tstcat.sh' will work, regardless of PATH, as long 
as it's in your current directory at the time of the call to QP2SHELL.
