Sorry Trev but I don't think so.
The app needs "the internet" not "the web." The web and the internet
are indeed NOT the same thing, since "the web" really consists of
communications with HTTP/HTTPS.
If said box is only running telnet, it isn't a "web" server.
Hence the emulator is not a web app.
