RTVMSG gets a message from a message file.
RCVMSG gets a message from a (program or non-program) message queue.
Now which one do you think you need?
You'll also need to ensure the message was sent to a program message queue that is still active otherwise you won't be able to get it without the message key (without resorting to other techniques).
