QSECOFR.  Three people know QSECOFR.  The operator/security gal.  Who has 
all the same authority so never uses it.  Me, as her backup, who has all 
authority and never uses it.  And the VP of IS.  In general, the 
operations gal and I are not supposed to vacation at the same time.  And, 
it's a cold day in ... when the VP of IS has to use it.  Normal use is 
restricted to:
- Software packages that require it to install (new thread if you must 
protest that).
- Performing the every other month downtime.
