Couple of thoughts on this discussion...
I'm with Charles that first step has to be basic SQL and database
performance tuning. Only once that is done should you consider redesigning
your application framework (of course, provided performance is still not
acceptable).
If that fails, one thing to consider is extended dynamic support provided by
DB2 for i, provided you're willing to invest time and sweat into it. Just
google "extended dynamic sql package" and you'll get some good hits.
