The use of the optical media in the recovery was due to the tape drive not
being configured as an alt-IPL device.

There are numerous tape drives that cannot be configured as an alternate
IPL device. They can, however, be configured as an alternate installation
device. So, you IPL from CD, but restore NOTHING from the CD. You
restore LIC, etc, from the alternate installation device. Clearly
outlined in the backup and recovery guide. It would be nice if all tape
drives could be configured as an alternate IPL device, to avoid the error
when someone goes too far into the restore and starts installing LIC from
the CD.
