It is done via the configuration of the Universal Connector. I tried to change it to Direct Connection to Internet, but there's something wrong with my config. That'll be a different thread.

In O/N, click on the system connection for the system you wish to check/change. Expand the system, expand Network, expand Remote Network Services. Right-click Originator Connection Profiles, select Configure IBM Universal Connection. Enter the information as it applies to the system. Pick phone numbers as appropriate. Note: the configurator doesn not ask you things like whether the area code should be entered, what the local area code is, whether a number must be dialed to get outside connection, etc. You are expected to modify the string to be dialed once you pick the number to dial. Continue on and test the connection.
