Yeah I missed the Qry/400 requirement in the OP.

I wonder if the Qry/400 replacement can utilize service programs. While
it may not be the easiest thing for a user to do, it would be cool if
the functionality was there.

Having users query tables (and figure out join this to that and ...)
can
be numbing. Create good views. After all, you've played with query
tools
and the first thing they do is force you to create meta data. And
much of
the cool stuff that meta data does can be done with good views.
