After looking at the references it appears to be the problem of doing an 
install without enough authority to access and perform the registry 
operations when you chose the use windows password option. There is a 
program that runs on install that creates the keys and never runs again. 
Therefore the best option is to de-install client access then re-install 
with enough authority to chose that option.
