My V5R4 lpars have a /QSR directory.  It's empty.  They do not even have a 
/tmp/QSR directory.

Apparently /tmp/QSR is a V6R1 thing.  It also seems to be logging every 
restore command.  Like these commands from our MKS change management 
package

By the way *PUBLIC is *RWX on QSR and all files within it.  Should I care 
if my users can see the results of all saves and restores?

So would based on this would you adjust a strategy that included
Save entire system.
RMVLNK '/tmp/*' (do not forget the asterisk)
WRKLNK '/tmp/*' delete all files directories underneath /tmp leaving only 
/tmp.  Use EDTF if you run into non empty folders.
