To verify that your QSYSMSG message queue will get copies of critical
messages, I suggest that you disable someone's user profile as a test.
The message will go to QSYSOPR and should also to to QSYSMSG.
Subsystem QINTER disabled user profile RHORTON on device RHORTONA.

I also created user profile QSYSMSG, job description QSYSMSG, and keep
one 5250 session signed on as QSYSMSG all day long, with message queue
severity set to 00, cuz we do not have a sophisticated message
monitoring system.
