This is pretty not very hard .. you can use the system user profiles
or user info from whatever application you are running.

If you are using Client Access and your VPN's are on specific IP
addresses, this isn't that hard.  You should be able to get the IP
address for the Telnet session programmatically, although I don't
recall how.  Have the initial program check if the user is flagged as
no VPN and the IP address is a VPN address.  You could do it in the
initial program for the users, or perhaps in an exit point program for
Telnet.
