I finally called and opened a ticket with IBM. The person responding the to call advised that this problem of dead links isn't expected to be fixed for another week or more.

In the mean time for the archives. 520+ memory is plugged in this order. In pairs C9 and C16, then C11 and C14, then C10 and C15 then the final pair is C12 and C13.
