I believe that closer to the truth (and more favorable :) ) would be:

Programs that retain a minimal amount of observability, and utilize published programming interfaces, can be migrated to newer releases.

That's not a normal application. And, as it happens, the need for that particular program is gone as of V6R1 (thanks to Bruce V's help).

Any normal application written on V4R5 should run, unmodified, on V6R1.
