There is documentation for it - probably at www.iseries.ibm.com/access - it does have some really nice features - creating PDFs from spooled files, presentation can be attractive. It is configurable, AFAIK - you can adjust things. I thought there were ways to limit what people can do.

Another thing to look at is Host on Demand - a browser-based emulator that gets little mention - part of the Host Access something Package that includes PC5250.
