Yes the controlling system is running when you bring the system up in a
restricted state. HOWEVER, if you do a
WRKSBS and hit F11=Display system data
you will see that your controlling subsystem will have a status of RSTD
for restricted.
When you type in STRSBS myctlsbs then it will change, and run your startup
program.
