SBMJOB only supports SYSLIBL(*CURRENT or *SYSVAL). So you're down to a
few other choices.
1 - Do the CHGSYSLIBL prior to submitting the job and use *CURRENT.
2 - Wrap the command used in the SBMJOB with a program that does the
CHGSYSLIBL.
3 - Stop using *PRDLIB
4 - Modify the CPP used by the command to manipulate the library list.
5 - Store the stuff in the new library that you want ahead into a
different library that is in QSYSLIBL
6 - Modify QSYSLIBL. Since you work for a place that packages software I
can see that being unpopular.
7 - Re-evaluate why it has to be above *prdlib.
