Thanks Lukas and Wayne. It must have been my cabling. I found an old twinax cable with IBM part numbers on it that I think originally came with the system. Once I used that cable, I got the terminal back.

As far as i know, there is no need to do anything. If there is no
cable plugged into the second connector, termination should happen
automatically.
